You may have problems with the install, the DDE command controller does not know what an RPT file is so it loads it in binary.
Are you absolutely sure you used that exe to install with? This suggests you simply used the redist package to get the runtime on the DEV PC.
And did you select the version 13 viewer, notice my icons are different from yours.
I suggest you do a repair install of CR for VS and make sure you are installing and running under a local PC administrator account.
PS, you do need the form open to see the Viewer controls.
